The Office of Management and Budget of Puerto Rico (PROMB) is looking for a Broadband Program Administrative Assistant to support the Program team.  The Administrative Assistant will provide direct assistance to the Director and team to help ensure project continuity and efficiency in developing and delivering on the state’s broadband mission to foster and create equitable, affordable, and robust high-speed broadband internet infrastructure and services.

Duties of the Administrative Assistant include providing support to the Director, managers and employees, assisting in daily office needs and managing the Program’s general administrative activities.   Assist in the planification, coordination, evaluation, attention, and solution to diverse administrative tasks, programmatic and operational as assigned.  Establishes and maintains communication with the personnel of PROMB and the Program to analyze, investigate or follow up to projects assigned in the different working areas or over assigned tasks as assigned.  Other responsibilities include, answer and direct phone calls, write and distribute email, correspondence memos, letters, faxes and forms, assist in the preparation of regularly scheduled reports, act as the point of contact for internal and external clients, perform computer tasks and coordinate the PRBP Committee meetings.

The Office of Management and Budget of Puerto Rico (PROMB) is looking for a Broadband Administrative Senior Project Manager position reporting to the PR Broadband Program Director to assist in executing the administrative and operational tasks of the Program including assisting with the management, oversight and guidance for the statewide broadband initiatives in the Commonwealth. This position will assist with the design, implementation, and management functions of the program funds. The Administrative Senior Pro Manager will oversee broadband policies, program development, and implementation to meet the goals of federal grants received through the Infrastructure Investment and Jobs Act (IIJA) and the American Rescue Plan Act (ARPA), as well as local funds for broadband needs.

The Administrative Senior Project Manager will be tasked with oversight of state and federal broadband infrastructure grant programs. This position will be responsible for planning, coordinating, complying, and administering the program funds.  This position will have direct supervisory responsibility for Grant Program Leader, Finance SME and Financial Associate and/or other relevant employees or contractors.

Additional responsibilities include:

• Administers state and federal programs for broadband infrastructure projects through knowledge and application of program guidelines.
• Provides operational direction, support and training to advise local officials and other stakeholders of program requirements.
• Maintains all project records and prepares accurate reports regarding project status, progress and financial balances.

The Project Manager of the PR Broadband Program (PRBP) will assist the Infrastructure Senior PM in all aspects related to the implementation and oversight of broadband project and activities using federal grants received through the Infrastructure Investment and Jobs Act (IIJA) and the American Rescue Plan Act (ARPA), as well as local funds for broadband needs.

Additional responsibilities include:

• Support the design and deployment of broadband plans.
• Institute strategic/operational principles: Deploy infrastructure funding according to strategic and operational principles established by the Smart Island Executive Committee.
• Track progress of project tasks and ensure deadlines are met.
• Communicate clearly and regularly to Senior Program Manager.
• Ensure that assigned projects and programs are proceeding according to scope, schedule, budget, and quality standards.
• Develop and deliver progress reports and requirements documentation as requested by the Senior Program Manager.

The primary role is to manage financial reports and administer multiple grant awards. This position will also have direct supervisory responsibility for Finance Associates.

The Broadband Finance Advisor will assist the Broadband Administrative Senior Project Manager in all aspects related to the accounting, budgeting and oversight of grant awards received through the Infrastructure Investment and Jobs Act (IIJA) and the American Rescue Plan Act (ARPA), as well as local funds for broadband needs.

Additional responsibilities include:

• Effectively manage and administer multiple grant awards.
• Manage budget revisions and continued funding on multiple complex budgets including, federal, contracts, subcontracts, and subrecipient budgets.
• Interface directly with funding agencies, contractors, vendors, and subrecipients.
• Manage invoices, fiscal reports, and compliance.
• Prepare regular financial reporting for projects.
• Meet with PRBP Director and other staff, as required, to present and report on the financial status for each program; present and discuss potential problem areas.
• Establish and maintain account management procedures including preparation and/or approval of monthly budget reports and ensure accurate reconciliation of expenditure documents with accounting reports and relevant grant award requirements.
• Analyze and develop cost saving strategies, provide analysis and recommendations as needed.  
• Assist with implementation of necessary changes, following grant award guidelines and requirements.
• Advise on payroll compliance and budgetary requirements for staff supported by their grants and contracts.  
• Based on results from monthly budget reports, advise and provide short- and long-term personnel projections related to grant funding.
• Ensure that program conforms to applicable financial policies and regulations.
• Develop and manage internal systems to track faculty effort compliance and cost share reports.

The primary role is to organize and develop grants and proposals and guide stakeholders through the funding process, and work with team members to ensure that all project needs are successfully met. This individual is responsible for managing all aspects of the grant development process including planning, budgeting, writing, submitting, and tracking grants. This position will also have direct supervisory responsibility for Grant Coordinators and/or other relevant employees or contractors.

The Grant Program Leader of the PR Broadband Program (PRBP) will assist the Director in all aspects related to the oversight of federal grants received through the Infrastructure Investment and Jobs Act (IIJA) and the American Rescue Plan Act (ARPA), as well as local funds for broadband needs.

Additional responsibilities include:

• Assist in managing the state’s current and future broadband infrastructure and digital equity grant programs.
• Assist with in-program processes, including collaborating with applicants, data managers, and legal to produce efficient and effective processes.
• Assist in continuous program improvement by providing feedback and recommendations for process and flow improvements to the grant program.
• Provide application guidance to applicants and post-award support to awardees.
• Ensure timely communication from grant program officers and maintain high visibility on award progress.
• Critically analyze laws, regulations, notices of funding availability, and similar documents.
• Contribute to proposal writing and fielding requests from public agencies, and other potential clients.
• Knowledgeable in federal regulations to ensure grant compliance.
• Track funds reporting requirements of project tasks and ensure deadlines are met.
